Maybe someone else can help you with setting the compression release, but as far as the noisy valves are concerned make sure your're at "Top Dead Center" when you set them.
Even though the timing mark is aligned on the crankcase, you still may need to rotate the crankshaft another 360 degrees to adjust the valves properly (camshaft turns once for every 2 revolutions of crankshaft).
If you're sure you've done this, you can ignore my post. But I do recall a former post from a Savage owner who did not do this and had very noisy valves. Patrick.
